* WHEN...Until 10 AM EST /9 AM CST/ Tuesday.

* IMPACTS...The dangerously cold wind chills as low as 20 below zero
  could cause frostbite on exposed skin in as little as 30 minutes.

* ADDITIONAL DETAILS...Values will be in the single digits above and
  below zero during the afternoon hours before falling to 10 to 20
  below zero again overnight.
