From the Indiana State Police-Lowell FACEBOOK page.  Active Manhunt- Law enforcement is actively searching for an escapee in the area of I-94 near the Burns Harbor/Porter exit (exit 22). Hispanic male, dark pants wearing a black “Scarface” t-shirt. If observed, do not approach and call 911 immediately. Suspect was last seen with shackles. Suspect was not in ISP custody, but another agency.
